<p>Waste-to-Energy Feasibility &amp; Integration Study<br>Strategic Planning &amp; Advisory | Lebanon | [Year]<br>In partnership with RAMBOLL Denmark<br>Scope: Comprehensive feasibility study for integrating Waste-to-Energy (WtE) into Lebanon&#x27;s 2006 national solid waste management plan. Baseline evaluation of existing conditions affecting solid waste sector. Potential WtE site identification and selection. Pre-EIA studies for proposed sites. Incentives strategy for municipalities hosting facilities. Legal framework for integrating WtE into local context. Tender documents preparation and client assistance during bidding/contract award. Permit documents preparation for government-retained sites. Laceco (local partner to RAMBOLL Denmark) responsible for: baseline report, site selection process, legal framework, pre-EIA studies, incentives strategy, tender documents for non-WtE components (landfills, sorting and composting plants).<br>Challenge: Evaluate feasibility of introducing WtE technology to Lebanon - country with no prior experience in this advanced waste management approach. Integrate WtE into existing 2006 national solid waste management plan requiring significant technical and regulatory framework adaptation. Overcome municipal resistance to hosting waste facilities through effective incentives strategy. Develop legal framework where none exists for WtE operations. Navigate politically sensitive facility siting in small country with NIMBY concerns. Coordinate WtE planning with conventional waste management infrastructure (landfills, sorting, composting).<br>Approach: Comprehensive baseline evaluation documented existing conditions affecting solid waste sector - establishing foundation for feasibility analysis. Feasibility study evaluated technical, economic, and regulatory viability of integrating WtE into 2006 national plan. Site selection process identified and assessed potential WtE locations considering technical requirements, environmental sensitivity, and political feasibility. Pre-EIA studies for proposed sites established environmental impacts and mitigation requirements. Incentives strategy developed to overcome municipal resistance - proposing benefits for communities hosting facilities. Legal framework proposed for integrating WtE into local regulatory context where no precedent exists. Tender documents prepared for all components - WtE facilities and supporting infrastructure (landfills, sorting, composting). Client assistance provided during bidding and contract award phases. Permit documents prepared for government-retained sites. Partnership with RAMBOLL Denmark provided international WtE expertise while Laceco delivered local context, regulatory knowledge, and stakeholder navigation.<br>Status: Completed</p>

The Boulevard is the mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development

Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.

Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.

Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.

Conducting value engineering and cost optimization studies to preserve economic viability of the development.
