Project Brief

<p>Scope: Complete master plan and infrastructure for 5,750 villas on 700-hectare site serving 57,500 Saudi National Guard officers and soldiers. 200km road network with 5 gates connecting to surrounding roads (collector, secondary, tertiary, spine roads). Complete utilities: combined domestic/firefighting water network with 20,000m³ centralized storage, automatic irrigation system fed from treated sewage effluent, sanitary and stormwater sewer collection with lift stations, MV/LV electrical distribution with package substations and street lighting, telecom duct banks, 20,000m³/day sewage treatment plant (expandable to 30,000m³/day), two 90,000m³ stormwater evaporation ponds. Public/private amenities including retail, educational, health, recreational, and religious facilities.<br>Challenge: Accommodate 57,500 military personnel and families across 700-hectare site with complete self-sufficient infrastructure. Master plan must fit challenging site topography while achieving sustainability standards. Preserve existing infrastructure and optimize integration of new services within existing/planned setup. Service future public and private developments beyond residential program. Design road network balancing capacity, accessibility, and residential privacy requirements for military community.<br>Approach: Traffic impact study with modeling and simulation of intersections and gates ensured high service levels across all roads and functions. 200km road network hierarchy (collector/secondary/tertiary/spine roads) tied to surrounding infrastructure via five controlled gates - balancing military security with efficient circulation. Combined domestic and firefighting water network with 20,000m³ centralized storage optimized infrastructure investment. Central automatic irrigation system fed from treated sewage effluent achieved water conservation. Sanitary and stormwater sewer networks with lift stations addressed topography constraints. MV/LV electrical distribution with package substations, HV cable reservations, street/landscape lighting, and telecom duct banks provided complete utility infrastructure. 20,000m³/day sewage treatment plant (expandable to 30,000m³/day) sized for current population with growth capacity. Two 90,000m³ evaporation ponds manage stormwater generated across development.<br>Status: Completed</p>

The Boulevard is the mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development

Our Response

Laceco responded to the above objectives by:

Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.

Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.

Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.

Conducting value engineering and cost optimization studies to preserve economic viability of the development.

Our Response

Laceco developed a master plan that is fully equipped with physical, social, cultural and religious infrastructure and can accommodate tens of thousands of residents. A rationalized approach whereby basic urban units can be scaled up or down depending on client needs and availability of funding (spectrum of designed components went from units to neighborhoods to clusters to districts) was implemented. Laceco also provided advisory services to the client during the master planning and development strategy phases and provided regulatory support to the contractor for obtaining all necessary approvals from planning authorities.
