Project Brief

<p>Scope: Technical assistance strengthening Union of Municipalities of Baalbeck waste infrastructure to execute integrated waste management system. Assessment of existing primary and secondary collection systems, design of secondary collection system meeting beneficiary population needs. Temporary cleanup, closure plan and post-closure monitoring plan for existing dumpsite. Rehabilitation plan for existing workshop conversion to maintenance facility for waste collection vehicles (architectural/engineering drawings, technical specifications). Assessment of co-generator need for existing anaerobic biogas plant managing organic waste fraction, technical specifications preparation. Procurement documents for all works, UNDP assistance during procurement process.<br>Challenge: Strengthen municipal capacity to execute integrated waste management system designed in previous phase (Baalbeck Sanitary Landfill project). Address legacy dumpsite requiring closure and monitoring. Optimize collection system for efficiency while meeting population needs. Convert existing workshop to proper maintenance facility for municipal fleet - critical for sustaining collection operations. Assess biogas plant energy requirements and co-generator specifications. Navigate UNDP procurement requirements while meeting municipal operational needs.<br>Approach: Assessment of existing primary and secondary collection systems established baseline and identified gaps - informing secondary collection system design meeting beneficiary requirements. Temporary cleanup, closure plan and post-closure monitoring plan developed for existing dumpsite addressing environmental liability and regulatory compliance. Rehabilitation plan prepared for existing workshop transformation into maintenance facility for waste collection vehicles - complete architectural and engineering drawings with technical specifications enable proper fleet maintenance sustaining operations. Co-generator assessment for existing anaerobic biogas plant determined operational requirements for organic waste fraction management - technical specifications prepared for procurement. Comprehensive procurement documents prepared for all works. UNDP assistance provided throughout procurement process ensuring compliance while meeting municipal needs.<br>Status: Completed</p>

Project Description
The Boulevard is the mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development

Our Response

Laceco responded to the above objectives by:

Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.

Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.

Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.

Conducting value engineering and cost optimization studies to preserve economic viability of the development.

Our Response

The plan includes the preparation of all the related architectural and engineering drawings and related technical specifications. Assessment of the need of a co-generator for the proper operation of an existing anaerobic biogas plant dedicated for the management of the organic fraction of the waste and preparation of the associated technical specifications. The project incorporated the preparation of the necessary procurement documents for all the above works and the provision of the necessary assistance to the UNDP during the procurement process.
