The Boulevard

A mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.

Project Brief

Scope: Complete wet utilities design (concept through detailed design) for 35-villa luxury retreat in Al Soueifa mountains. Water supply systems: irrigation network using treated effluent with tanks and pumping units, centralized domestic water supply with storage reservoirs and pressurized pumping for variable demand and elevation changes, Civil Defense-compliant firefighting network with hydrants, hose reels, tanks and pumps. Wastewater: gravity-based sewage collection system (pipelines, inspection chambers, manholes) conveying to on-site sewage treatment plant with effluent reuse for irrigation. Stormwater: surface drainage system (gullies, channels, catch basins, buried pipelines) coordinated with road grading and hardscape. Flood mitigation strategies with retention features and engineered drainage structures.
Challenge: Design reliable, sustainable utilities infrastructure within sensitive mountainous landscape marked by natural contours and environmental constraints. Navigate steep elevation profile requiring pressure management across water systems. Achieve regulatory compliance (Civil Defense firefighting, environmental standards) while maximizing water reuse and minimizing environmental impact. Coordinate utilities with challenging terrain, landscape preservation, and flood risk from extreme rainfall events in mountain catchment.
Approach: Phased utilities design progressed from concept through detailed design considering site elevation profile, natural features, and environmental factors. Irrigation network leverages treated sewage effluent - creating closed-loop water system coordinated with landscape and planting zones. Centralized domestic water supply with storage and pressurized pumping engineered for variable demand and terrain elevation changes. Civil Defense-compliant firefighting network strategically positioned for comprehensive site coverage. Gravity-based sewage collection maximizes efficiency while conveying to on-site treatment plant enabling effluent reuse. Surface water drainage coordinated with road grading and hardscape effectively manages runoff. Collaboration with hydrology specialists informed flood mitigation strategies addressing topography and catchment characteristics - localized retention and engineered drainage protect facilities during extreme rainfall.
Status: ongoing

Project Description
The Boulevard is the mixed use artery of Amman’s new downtown. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development
