The Jabal Omar Development, located on the western side of the Grand Mosque in Makkah, is a
commercial and residential complex inclusive of a multi-story, multipurpose terminal acting
as a future transportation hub for the Saudi holy city.

The master plan developed by Laceco was chosen as a result of a lengthy competition process,
which started with the pre-selection of 69 international consultancy firms. Fourteen firms
were then chosen to participate in an urban and architectural competition on the basis of a
dense 1.2 million square meters of built-up areas. Three finalists were ultimately chosen to
develop a detailed master plan with revised development criteria.

The conceptual design behind the Jabal Omar Development reflects the ambient religious
setting yet helps develop the urban environment of Makkah's central district into a thriving
modern center, providing housing for up to 100,000 pilgrims and visitors while allowing for
integrated traffic circulation around the city

Extensive public squares overlooking the mosque were also suggested, serving primarily as
praying areas and offering an extension to the overall space around the Grand Mosque. The
master plan also integrated complete technical and infrastructure systems, serving both the
residential areas that overlook the Holy Ka'bah and the 130,000 m2 of commercial spaces, as
well as the large car park accommodating up to 10,000 vehicles.
