The Khashm Al Aan development transformed a large empty desert plot in the suburbs of the
Saudi capital Riyadh to a full-fledged city dedicated for the soldiers and officers of the
Saudi Arabia National Guards. A general master plan was designed for a 26 million m2 site within which 9.4 million m2 were subject to a detailed master plan.

The all-inclusive master plan provides 5,750 villas to accommodate more than 57,000 military
personnel within a 1.8 million m2 built-up area; the plan also establishes a
complete road, infrastructure and landscaping scheme with a comprehensive urban matrix and
public services program inclusive of religious, civic, educational, recreational,
commercial, retail, health, security, emergency and parking facilities for a total built-up
area of 700,000 m2.

With an immense project scale, a USD 2.8 billion price tag, and a thorough negotiation process
with local authorities, the Khashm Al Aan development was singular in providing a new level
of complexity to master. A detailed design and construction methodology was established to
handle this large fast track project, meet the high standards of the Saudi Arabia National
Guards and optimize the technical solutions and construction costs of the Client, all
contributing to the development of a true urban center in the desert.
